He was born on May 8, 1926, near French Grove, Millbrook Township, to Frank and Fairy (Walker) Carter. He married Charlotte "Joan" Morgan on October 22, 1949, at the First United Methodist Church in Galesburg. She survives.
He is also survived by one daughter, Diann J. (Lester) Carey of Sycamore, IL; one son, Stephen L. Carter of Elmwood; six grandchildren; six great-grandchildren; and numerous nieces and nephews.
He was preceded in death by his parents; three brothers, Clyde W. (Ruth) Carter, Earl R. (Gertrude) Carter, and Charles Clinton (Dariel) Carter; and two sisters, Lois (Cecil) Stubbs and Edith L. (Dale) Welch.
Eugene graduated from Brimfield High School. He was a World War II veteran serving on an attack personnel ship AP170 in the Pacific Theatre of War. Eugene was employed at Caterpillar briefly and International Harvester SW on Washington Street in Peoria, Standard Oil Company on Hamilton Boulevard, and J.R. Emry Implement Company in Brimfield. He was also an Illinois State Trooper, Corporal, Sergeant, and Area#2Commanders Adjutant, and Administrative Lieutenant District 8 in Metamora, IL.
A funeral service will be at 2:00 p.m., on Saturday, December 1, 2018, at Oaks-Hines Funeral Home in Elmwood. A visitation will be held one hour before the service from 1:00 p.m. to 2:00 p.m. at the funeral home. Burial will immediately follow the service at Elmwood Township Cemetery.
