Born about 1772 probably in Paradise Township (near Thomasville), York County, Pennsylvania to Andrew and Anna Catharina (Berkhimer) Polley, he is believed to be their 4th child. He was probably baptized at Paradise Lutheran (Holtz Schwamm) Church --- their 18th Century records are lost.

Samuel was unable to read or write so that the correct spelling of his surname, like his other relatives is not definitive. German was probably his first language, as it was documented as being that of his older brother John. His surname was frequently spelled Polley in his earlier years and Pauley/Pauly in his later years while living in Georgetown, District of Columbia. What appears to be his only male line of descent used the "Polley" spelling by the time the family gained some literacy.

Samuel was a drover and a butcher by trade relocating from Gettysburg, Pennsylvania to Georgetown, Washington DC around 1813.

Samuel last appears on the 1850 Census in Georgetown, recorded in September. He is not in the DC City Directory of 1853 which suggests a death most-likely occurring between 1851-1852. No estate case exists filed at his passing. His wife Mary Ann (Pauley) Easton lived with her family in his home - she later died there. Its possible there was a legal transaction selling the house to her and her husband, this has not been checked but surely could narrow down when he died. Mary Ann and her family are buried in Oak Hill Cemetery - its possible Samuel could have been buried there although there does not seem to be a record of him having a plot there, however, there is one that appears to be his second wife Ann (Powel) "A. C. Pauley" who died in 1862 and is buried with the Eastons.
