John Wagner was born in the Cumberland valley near Harrisburg, Pennsylvania. At the age of 13, he removed to Morgantown, West Virginia, where he found work in a store and later began working for the Merchants and Mechanics Bank.

In 1856 he removed to Minneapolis, Minnesota engaging in real estate, returned to Morgantown in 1857 to wed Mary M. Allen and brought his wife to Minneapolis, where they spent several years.

About 1863 he moved to Wheeling and entered the Merchants and Mechanics Bank, later moving to the National Bank of West Virginia where he stayed for 42 years.

John and Mary were married on September 24, 1857 in Morgantown, West Virginia. He was a democrat and a member of Fourth Street M.E. Church.
