Athlete, Legislator. Hsu was a versatile athlete who won several medals in world competitions. He won gold medals in volleyball at the 9th Far East Games in Tokyo (1930) and in soccer at the 10th Far East Games in Manila (1934) and won two gold medals in the 50m and 100m freestyle swimming at the Hong Kong championships (1940). gold medal at the Hong Kong water polo championships (1948). Hsu joined the navy and became an admiral during the World War II.

Following his retirement, Hsu served as the chief of various sports organizations while running successful financial investments and hotel business in Hong Kong.

He became a lawmaker in Taiwan's Legislative Yuan 1972-86 while concurrently serving as a member on the International Olympic Committee 1970-87.

Hsu headed the Republic of China Olympic Committee between 1973 and 1975.

In addition to serving as a national policy advisor to the president, Hsu was also president of the ROC Red Cross Society 1988-2000.

He was awarded the First Degree Education Culture Medal by the Ministry of Education of Chinese Taipei (1996) plus Special Contribution Elite Award from the National Council on Physical Fitness and Sports, Executive Yuan in 1999.
