Cecil was the son of Willard and Ida (Atkinson) Chapman. He married Juanita B. Bowman on May 22, 1932.

2 Hagerstown Men Are Killed In Accident
Car Hits Abutment Along US-35 Near Richmond

Two Hagerstown men - Cecil Chapman, 57, and Ralph Grissum, 51 - were killed Saturday evening about 7 o'clock when the car driven by Chapman struck a cement bridge abutment three miles northwest of Richmond on US 35. (His birth year was approximated.)
The car en route to Hagerstown, struck the east side of the abutment, the force shoving the motor back into the front seat, pinning Grissum inside the car. Sheriff's deputies were unable to remove the body until a wrecker had pulled the car away from the bridge. Chapman was found leaning over the steering wheel. He apparently was killed when his head struck the post.
Mr. Chapman was an employe of the Perfect Circle Company.
Chapman is survived by a daughter, Annadell of Hagerstown; two sons: George and Jackie, both of Hagerstown; two sisters: Mrs. Albert Pope and Mrs. Lou Mazzi, both of Cincinnati, OH; and a brother, Marion Chapman of New Castle.
Funeral services for Mr. Chapman were conducted this morning at 10:30 a.m. in the Gray Funeral Home in Hagerstown and burial took place in the Brick Church Cemetery.
