Frank was born in Georgia. In 1880, he was 16, at school, and sharing a home in Duluth, Georgia with his sister, Susie E, 19, who was a music teacher.
He married Clara Jones in 1887. By 1900, Frank and Clara were living on South Street in Blair, Nebraska, fairly near the Court House. Their children had all been born in Nebraska, and they were also providing a home for Frank's nephew, O.Harry.

A sorrow in his life occurred when his son Guy, just back from serving in World War I, fell ill in New Jersey. Frank rushed to Guy's bedside, and was able to bid farewell before his son passed away.
