His parents were Victor George and Leona Ruth (Wheeler) Baker. He was reared and attended school in Ogden. He served in the U.S. Army during Vietnam. He lived for a number of years in Ely, Nevada, but moved back to Ogden.
He was a member of the Church of Jesus Christ of Latter-day Saints.
