Son of John & Elizabeth Brillinger Rutter and the husband of Amanda Gross Rutter, whom he married December 12, 1860. In 1860, he was a farmer living in Manchester Township and stood 5' 7" tall and had brown hair and gray eyes. (He must be an ancestor of the Rutter's Dairy owners because his family was worth $45,000 in 1860.)

A Civil War veteran, he enlisted in Harrisburg October 26, 1861, with the regular army and was assigned to Co. E, 18th U.S. Inf. Honorably discharged at Chattanooga, Tennessee, October 26, 1864. Also served with the 103rd Pa Inf March 28 - June 25, 1865, and promoted to 1st lieutenant March 31, 1865.
