U.S. Congressman. After graduating from high school, he served in the 32nd Regiment, Pennsylvania Volunteer Infantry, Union Army during the Civil War. After the war, he was one of the founders of the Philadelphia Evening Star in 1866 and served as chief of the Washington bureau of the New York Tribune, (1866-70). He also was chief executive clerk of the U.S. Senate, (1873-79, 83-92) and chief clerk of the Department of Justice, (1882-83). In 1897, he was elected as a Republican to the Fifty-fifth, Fifty-sixth, and Fifty-seventh Congresses, serving until 1903. After leaving Congress, he served as superintendent of the Dead Letter Office of the Post Office Department, (1905-13) and superintendent of the postal savings depository in Philadelphia, until 1915. Retiring from politic, he was a resident of Washington, D.C., until his death.
