Bessie was born to Fred and Emily Boutwell in Shawnee county, Kansas, west of Topeka in the Wanamaker community. She was the youngest of seven children. She graduated from Washburn Rural High School in Topeka. She worked at the Topeka Daily Journal in 1942 as supervisor of the circulation department, and was a member of the Marine Corps Women's Reserve during World War II. She married Benjamin Arthur French in 1947. She was a member of Warren Missionary Church and served as the church secretary.
