Dobie was born in Blairsville on January 28, 1940 to the late Cecil & Willene (Jackson) Rich. She was a long time and faithful member of First United Methodist Church of Union County where she supported ministries such as the MAC and Youth Activities. With sacrificial love, She devoted her life to her family. While Dobie lived a very blessed life, she also endured great loss. She lost her eight-year-old son, Jamey, to leukemia when she was 32 and her husband in an accident at 57. Dobie exemplified strength, perseverance, and faith, while serving as the self-proclaimed "monarch" of the family. Countless friends of the family considered her their unofficial "grandmama" and they were always welcome in her home. She enjoyed spending time gardening and fishing.
Dobie was preceded in death by her loving husband of 39 years, James A. Brackett, Jr. and her son, James "Jamey" Cecil Brackett.
