Thomas David Tozer was the oldest of nine children born to William David Tozer and Hannah Rebecca Dickinson, a farming family that had moved from Cape May County, New Jersey to farm in Petersburg, Menard County, Illinois in the late 1840's. He attended Lombard College in Galesburg, Illinois, for two years until the onset of the Civil War. He entered the Union Army during the Civil War as a private and rose to the rank of sergeant. He served in the 7th Illinois Volunteer Infantry. Originally serving in Company D, he transferred to Company K. While serving in Company K, he was killed in Tennesee at the Battle of Shiloh. He was one of the soldiers missing in action, as his body could not be identified. His mother later was granted a Civil War pension based in witness accounts of his death, as well as due to the death of his younger brother, Smith Tozer, during the Civil War. He was 24 years old at the time of his death.

Shiloh Burial Records indicate that his body was later discovered as having been buried in a pit with three other soldiers under a large red oak tree. The pit was located 25 yards east of the road leading from George Sowell to Shiloh Church, and 250 yards north of Corinth Pond. As there was no other information on him, he was re-buried under the name T.D. Tozer in the Shiloh National Cemetery.
