Cecil began his life in Nebraska moving with his parents, older sister, and a younger brother to Oregon in the late 1930s. He graduated from High School in Yoncalla, Oregon. Immediately after graduation he joined the US Army, serving 3 years in Germany. After discharge from the Army he moved to Los Angeles California and worked for a time in baggage at the Los Angeles airport; later he obtained a job driving truck for Jersey Maid, a job he retired from.
He was always in the know concerning local, national and international events and could speak at any time on any subject. He was a sports fan and a horse racing enthusiast. He died at home at the age of 63.
