Joseph General L Arthur is most likely the son of Joseph G Arthur and Elizabeth Dobson of Jackson County, Indiana. Many people believe him to be the son of John J Arthur and Margaret 'Peggy' Arthur, but I believe that they were his aunt and uncle or distant cousins.

Known siblings:
Surilda Jane Arthur Kinser 1840-1905 memorial ID 105632664
Andrew M Arthur 1842-1861 Died in the civil war
Eli W 1845-Bef. 1860
William M 'Billie' 1850-1916 memorial ID 107911666

Joseph G Arthur and Elizabeth Dodbson most likely died before the 1860 Census. The last we find them in records was in the 1850 Census in Jackson County:

Joseph G was born around 1818 in Kentucky. John J was born around 1810 in Kentucky. Since both were living in Salt Creek Township, Jackson County, Indiana, there is a high chance that they were brothers or cousins. It is likely that after Joseph's mother and father died, he was sent to live with John J and Margaret.

We first find Joseph in the 1860 Census listed as Joseph General Arthur, age 6:
https://www.familysearch.org/ark:/61903/1:1:M4NY-TKQ
Since the relationship isn't stated to the head of household, it is assumed that Joseph was the son of John and Margaret.

In the 1870 Census, Joseph is listed as being 17, and was still living in the household with John and Margaret:

In Aug of 1879, Elizabeth Belle Houshour had a son with Joseph. His son's name was James Robert. It does not appear that they were ever married.

In the 1880 Census, Joseph was 23 years old, living in Monroe County, and was single. His occupation was listed as Labor:

On 23 Apr 1881 in Brown County, Indiana, Joseph married Nancy Deckard.
Together they had one child, Robert.
Nancy most likely died before March of 1888 because Joseph got remarried.

On 31 Mar 1888 in Lawrence County, Indiana, Joseph married Margaret Jane Croucher.
Together they had two children: Anna C and William Manson.
We can see here that on this marriage record that his mother's maiden name was Dobson:
https://www.familysearch.org/ark:/61903/1:1:VKJC-9QZ
and his father was Joseph Arthur:

Margaret Jane most likely died before Oct of 1897 since Joseph had once again remarried.

On 25 Oct 1897 in Lawrence County, Indiana, Joseph married Minnie(possibly Winnie) Eunice Adkins (Atkins) (nee Allen). Together they had two children: Virgil and Herschel.

Here we can also see that his mother's name was listed as Elizabeth Dobson:
