Richard Perry Loomis of Sacramento, a World War II veteran who worked in state and federal services, died April 8 of complications related to age. He was 92.
Born in 1918 in Alamogordo, N.M., Mr. Loomis grew up on a fruit and cattle ranch. He attended the universities of New Mexico and Oregon before joining the Army Air Force during World War II. Wounded in the Philippines, he recounted his experience in 2003 for the Veterans History Project of the Library of Congress.
He worked for the state of California as a legislative budget committee analyst and an assistant in Gov. Earl Warren's office. He joined the U.S. State Department and spent many years working in Latin America and Iran for the U.S.Agency for International Development.
After retirement, he later went back to work as a California park ranger.
Mr. Loomis was active in progressive causes. He belonged to the Sierra Club, Amnesty International and the Unitarian Universalist Society of Sacramento.
A first marriage ended in divorce, and his second wife, Evelyn Friend, died in 2002. He is survived by a daughter, Elysia Pierce of Fulton, Ky.; son, Steven of Sacramento; stepdaughter, Liz Friend of Sacramento; stepson, Doug Friend of Fort Lauderdale, Fla.; brother, Steven of Las Cruces, N.M.; two grandchildren; and two step-grandchildren.
A service is set for p.m. June 11 at Unitarian Universalist Society of Sacramento, 2425 sierra Blvd., Sacramento. Donations may be made to the Unitarian Universalist Society of Sacramento or any veterans group.
