U.S. Congressman. He attended academies in Massachusetts, Connecticut and graduated from Yale College, in 1843. Working as a teacher in the academy at North Attleboro, he studied law, was admitted to the bar in 1845 and commenced to practice law in Providence, Rhode Island. He was clerk of the Rhode Island State House of Representatives (1845-50), member of the Rhode Island State Senate (1854-57, 63-64) and served in the Rhode Island State House of Representatives, (1859-60, 68-69). In 1871, he was elected as a Republican to the Forty-second Congress and to the next three succeeding Congresses, serving until 1879. Not a candidate for re-nomination, he was again a member of the Rhode Island State House of Representatives (1879-81) and served in the Rhode Island State Senate, (1884-85).
