Arthur served as a Staff Sergeant, 244th Field Artillery, U.S. Army during World War II.

He resided in Cheshire County, New Hampshire and was a member of the New Hampshire National Guard prior to the war.

His National Guard unit was called into full time active Army service on February 24, 1941, prior to the war, from Manchester, New Hampshire. He was noted, at that time, as being employed as a routemen and also as Single, without dependents.

Arthur died in the "Line Of Duty" of a non-battle related incident during the war.
