Carl Mehr was born in Stearns County, Minnesota, the third child of Jacob Mehr and his first wife, Katie Weber. He grew up in Minnesota with his father, step-mother, siblings and half-siblings, but came to Canada in 1904 with his brothers Michael and John to assist his aunt Catharina Schmitt and her husband Michael with building the first hotel in Muenster, Saskatchewan. John returned home to Minnesota where he had a wife and family, and Michael and Carl both remained in Canada.

In 1907, Carl married Rose Loeffler, also originally from Minnesota, and the two had ten children together before Rose passed away in 1937. Carl never remarried after her death, and passed away in 1961 while living in Burnaby, British Columbia.

He was predeceased by his wife Rose in 1937, both parents, daughters Collette Koenig and Irene Hollermann, sister Anna Schoenborn, brothers John and Michael Mehr, half-sisters Susanna and Eva Mehr, and half-brothers Peter (in infancy), Peter and Jacob Mehr. He was survived by three half-sisters (Mary, Margaret and Threase, who have all since passed), and children Harold, Catherine Sarauer, Marie Bernhardt, Lizzie Felsterman, Fred, Gabe, Alice, and one daughter who is still alive.
