Delaware Governor. He attended Goldey College, then worked in a leather manufacturing plant and later became director of the Allied Kid Company. Entering politics, he was a member of the City Council of Wilmington, Delaware, was a member of the Delaware Public Utility Commission and Unemployment Insurance Commission. In 1937, he was elected as a Democrat Delaware's 51st Governor serving until 1941. During his term, the state's "blue laws" were revised, which inserted a smaller number of limitations on Sunday activities. He also endorsed the Fair Labor Standards Act, which authorized a minimum wage of 40 cents and maximum 40-hour workweek. After leaving office, he retired from public service and stayed active in various business dealings until his death.
