He was born July 4, 1945 in Mexticacan, Jalisco, Mexico and was married to Belia Torres on December 27, 1967 in Mexicali, Mexico.
Visitation will be held on January 29, 2014 from 6 to 9 p.m. at Hems Brothers Mortuary in El Centro. Mass will be held on Thursday, January 30, 2014 at 10 a.m. at St. Joseph in Holtville. Burial will be held at 11 a.m. at Terrace Park in Holtville.
Refugio is survived by his wife, Belia Torres; son, Refugio Torres Jr.; daughters, Sandra Silva and Minerva Torres-Guzman; grandchildren; Joel Torres, Nicholas Torres, Sheccid Torres, Ezekiel Silva, Noah Silva and Damian Guzman.
