Herbert had lived in Clover for the past 78 years. He was a graduate of Clover High School and Duke University. He owned and operated the Kirsh Family Department Store in Clover. Herb was in the Naval Reserve, a former Sunday School Teacher, CEO of Clover Community Bank, longtime member of Masonic Lodge 208 and a recipient of the S. C. Order of the Palmetto. He was also a member of the R.O.M.E.O Club in Clover (retired old men eating out). They met at Hardees every morning to solve the world's problems.
Mr. Kirsh served on the Clover Town Council, was Mayor of Clover and then was District 47 State Representative in the S. C. General Assembly from 1978 to 2010. At the time of leaving office, Mr. Kirsh was the longest serving legislator in the State of South Carolina.
