Joseph was born April 1st 1920 in Elizabeth, Union County, NJ to Garret J Ruane Sr of County Roscommon, Republic of Ireland and Teresa Rose nee McMahon of County Tyrone, Northern Ireland. His parents were married in Ireland and immigrated to America before they had any children, between 1901 and 1909. Joseph married Lillian nee Jacobs in New Jersey 1941. Lillian was daughter of Benjamin Jacobs of New York and Fannie nee Kaplowitz of Belarus, Russia.
