Wilburn was the son of David R. & Margaret Elizabeth "Peggy Betty" Durham Neeley. When he was an infant, his parents moved their family from Scott County, Virginia to Owsley County, Kentucky and, then, to Jackson County, Kentucky. His mother passed away, around the time of his younger brother, William F. Neeley's 1859 birth. His father married Jemima Stewart Carter and the couple had several children. The blended family made their home in Jackson County, Kentucky.

Mr. Neeley married Ruth Ann Hutchinson and the couple were the parents of Elizabeth, Cora, Wallace Martin and Wadie Billie Neeley.

•Mr. Wiiburn Neely [sic Neeley] died at his home near here Friday night after a short illness of pneumonia. The funeral services were conducted Sunday afternoon at Mt. Hebron by Rev. J.W. Mahan. The remains were also laid to rest at Mt. Hebron. Mr. Neely [sic Neeley] is survived by his wife, a son and two [sic three] daughters, who have the sympathy of the community in their bereavement.

Note: Although the informant on the DC erroneously gave his name as William F. and his father's name as Samuel, they died report other information, which is valid: His mother's maiden name as Durham and the DOB listed on his DC exactly matches the birth record of "Milbourn F. Neely" in Scott County, Virginia.

The parents on that birth record were listed as "David R. Neely & Peggy Betty Neely". There is a Scott County, Virginia marriage record for David R. Neeley & Peggy Betty Neeley, dated 03-09-1852.

He is enumerated as Wilborn Nealy in the 1860 census of Jackson County. In the 1870 census, of the same county, he is enumerated as Wilbourn F. Neeley. In both censuses, he was of the same age/nativity as this Mr. Neeley and David R. Neeley was the "Head of Household". This Mr. Neeley, in the 1910 census of Garrard County even used the same initials, being enumerated as W.F. Neely. With this documentation, I can finally state who his parents were. I have added this information to his bio.

Additional Note: He should not be confused with his younger brother, William F. Neeley, born on 09-15-1859 in Jackson County, Kentucky or with Wilburn Neeley, born September 15, 1857 in Scott County, Virginia. That Wilburn Neeley was the son of Andrew H. & Talitha Head Neeley. ~(Honor-03-19-2017).
