When he was an infant, his parents moved their family from Scott County, Virginia to Owsley County, Kentucky and, then, to Jackson County, Kentucky. His mother passed away, around the time of his younger brother, William F. Neeley's 1859 birth. His father married Jemima Stewart Carter and the couple had several children. The blended family made their home in Jackson County, Kentucky.
Mr. Neeley married Ruth Ann Hutchinson and the couple were the parents of Elizabeth, Cora, Wallace Martin and Wadie Billie Neeley.
•Mr. Wiiburn Neely [sic Neeley] died at his home near here Friday night after a short illness of pneumonia. The funeral services were conducted Sunday afternoon at Mt. Hebron by Rev. J.W. Mahan. The remains were also laid to rest at Mt. Hebron. Mr. Neely [sic Neeley] is survived by his wife, a son and two [sic three] daughters, who have the sympathy of the community in their bereavement.
