Born July 15, 1940 in Kirby, WV, he was the son of the late Glen (Bill) Loy and Margaret (Peg) Shaw Loy. He was a mechanic. He was a member of the Moose Lodge 1371 in Romney.
He is preceded in death by a son, James (Bill) Loy.
