Specifically, he served in the following elected capacities: Berwick Borough Councilman (1958-61 and 1972-76), Mayor of Briar Creek Borough (1962-64), a member of the Democratic State Committee, President of the Columbia-Luzerne County Government (1972-76), and was re-elected for eight successive terms as a State Representative for the 109 District (1976-92). During his time as a representative, he held the following positions: first Chair for the House of Representatives Aging/Youth Committee, a member of the Local Government Commission (1984-92), Vice Chairman of the Local Government Commission (1988-92), and served on the Agriculture, Appropriations, Fish and Game, Rail and Freight, and Policy Committees.

During Ted's tenure as Representative for the 109 District, he was instrumental in obtaining funding for significant projects within the district. Among these projects were the Berwick-Nescopeck Bridge, and the Mifflin, Catawissa, and Danville Bridges. He also played a key role in spearheading legislation to preserve the railroad system from the PPL plant in Salem Township, extending to Sunbury, as well as establishing the first Constituent Officer in the 109 District. Ted was proud that this local office provided direct services to the constituents served.

Outside of politics, he also held memberships with a number of community organizations. These memberships included: the American Ukrainian Club, and the West End Fire Company, both of which he was a life member, Knights of Columbus 3rd and 4th Degree, Bloomsburg Elks Club, the Columbia/Montour County Visiting Nurses Association, the Columbia-Montour County Aging Board—for which he served as president from 2006-2007—the Pennsylvania Power and Light Advisory Committee, and Ss. Cyril and Methodius Ukrainian Catholic Church.

Additionally, he belonged to the Berwick YMCA, the Princess Anne Recreation Center in Virginia Beach, VA.

Ted loved living in Berwick and spending time in Pennsylvania and surrounding communities—areas to which he was dedicated.

In addition to his parents, he is preceded in death by his son, John T. Stuban, II, who died August 15, 1994, and his step-brother, John Barski.
