"Samuel Leeper Devine , of Naples, Florida, and formerly of Columbus, passed away in his sleep at the age of 81 on June 27, 1997. He was preceded in death by his wife of 53 years, Betty Galloway Devine...
He was born December 21, 1915, in South Bend, IN to Kittie Marie Leeper and John Francis Devine , Jr. Sam lettered in football, track and swimming (Captain) at Upper Arlington including an outstanding performance in the 1933 state High School Track Meet with a fifth place in two events and a first place tie in the high jump. Following a year at Colgate, Sam returned to Ohio State where he ran track (high and low hurdles plus high jump) with Jesse Owens.
After graduating from OSU, Sam obtained his law degree at Notre Dame, LLb-JD Cum Laude in 1940. That same year he married Betty Galloway (OSU Makio Queen) and joined the FBI. As an FBI special agent in New York City during World War II, Sam worked as liaison with the Navy's espionage department, arresting eight German saboteurs that were landed at Ponte Vedra, FL and Long Island.
After practicing law with his step-father, Henry Metcalf, Sam later joined the law firm of Hamilton & Kramer in 1948 with his uncle Don Hamilton, Sr. and Sam's cousins Don and Earl Hamilton. Earl "Bones" Hamilton is now senior partner and Sam's life long closest friend.
In 1950 Sam commenced his first of three terms in the Ohio General Assembly participating in the Judiciary, Highway and Finance Committees. Sam accepted the appointment as Prosecuting Attorney for Franklin County in June of 1955. After being elected to a four year term as Prosecutor in 1956, Sam was approached by several community leaders who suggested that Sam run for Congress, replacing the Honorable John M. Vorys.
Sam commenced a 22 year career in 1959 as Central Ohio's leading Congressional delegate, later sharing this role with the Honorable Chalmers P. Wylie. Sam served as ranking minority member of both the House Committee on Administration and the Commerce, Transportation and Energy Committee. Sam also served as Chairman of the Republican Conference after serving as Vice Chairman for eight years. This very important position constituted the third highest rank in the Republican Congress junior only to the Minority Leader and the Minority Whip. Sam's position as Chairman of the Republican Conference was assumed by Jack Kemp upon Sam's retirement from Congress in 1981.
With his FBI background and experience as a prosecuting attorney, he was the ranking Republican member of the Committees investigating the assassinations of both Martin Luther King and President John F. Kennedy.
In addition to his work as an attorney, County Prosecutor and Congressman, Sam also found time to continue his sporting interests. For 27 years he officiated football, refereeing high school, Ohio College Conference and Mid-American Conference games including several Bowl games until his mandatory retirement at the age of 55 after the 1971 Tangerine Bowl.
Sam Devine had the unique distinction of being admired and respected by members of both political parties which allowed him to successfully formulate and implement political agendas for the country and his Central Ohio constituents. Sam served under Presidents Dwight Eisenhower, John Kennedy, Lyndon Johnson, Richard Nixon, Gerald Ford and Jimmy Carter. Having worked in Congress and the prior administrations with subsequent Presidents Ronald Reagan and George Bush, Sam continued his political career consulting on the sidelines with these later two presidents. Sam served as Ohio State Chairman of the Ronald Reagan Presidential Campaign in 1980. After leaving Congress Sam joined the Washington offices of Bricker & Eckler in 1981 and continued with them through 1989, after which he and his wife Betty retired to Naples retaining a condominium in Columbus for the summers and football seasons. Sam subsequently volunteered his time in Naples to work in the Police Department and the Naples Community Hospital as well as serving as an usher at the Presbyterian Church of Naples and has been active as a 33rd Degree Mason. Sam was currently serving on the Board of Directors of the J. Edgar Hoover Foundation..."
