Effa Partlow was born in 1880 to James Newton Partlow and Ella Hughs. The family moved to Pottawatomie County, Oklahoma before 1900, and Effa married there about 1904 to Millard Randolph (Bob) Patterson I. He was the son of James Daniel Patterson and wife, Nancy Emaline Bowman.

According to the 1910 census, after their marriage, the couple lived in Sweetwater (Nolan Co.), Texas where their first two children were born -- Glenn in 1906 and Dixie Lee in 1909. They apparently moved to Hamlim (Jones Co.), Texas soon after that, and their third child, Millard Randolph Patterson II, was born there. The last child, Georgia Mae Patterson, was born in April 1915 in Smithville (Bastrop Co.), TX, and that is where they still were in 1930.

Two years after the 1930 census, Effa's husband died on 29 March 1932 in Harris County, Texas. He is buried in Oak Hill Cemetery where Effa was also buried in a family plot but without an individual tombstone.
