LeRoy Bailey Parker, son of George H. Parker & Augusta May Willey, was born on 23 February 1895 in Iowa, United States. Leroy (age 21), married Alice Schmock (age 17y) on 14 July 1917 in Independence, Buchanan, Iowa, United States. They had four children.

On Aug 22, 1930 LeRoy attended a "drinking party" and was shot 3 times by Charles A. Mott, who claimed self-defense, stating that he and LeRoy had been on bad terms for some time. LeRoy survived long enough to identify his killer, who was indicted and found guilty of his murder.

LeRoy died (age 35) on 22 August 1930 in Mankato, Blue Earth, Minnesota, United States
