Graham, was born to James Montgomery II, 2nd Bt, and Helen Graham, on July 9, 1823. On May 27, 1839, when his father died, Graham succeeded as 3rd Baronet Stanhope. He attended Oxford University, graduating with a Master of Arts degree. On April 10, 1845, he married Alice Hope Johnstone. In 1852 he started serving as a member of parliament, for Peeblesshire, Scotland, and continued in that position through 1880. In 1866, he began serving as Junior Lord of the Treasury.
He died on June 2, 1901, passing the title on to his son James.
