William Turner was born on February 10 of 1875 in Logan County, Kentucky. His father, William Berry Turner, was training to be a physician. William, Sr. died in Nashville, TN when young William was only three years old.

William was raised primarily by his mother with help from his grandparents, who the family lived with for a time. William married Mary Susan Moser on May 4, 1893 in Robertson, Tennessee. They never had children. William and Mary lived near Russellville, Logan County, Kentucky for most of their lives. William earned his living as a farmer. He is described on his WW1 Draft Registration card as having Blue eyes, black hair. of medium height with a stout build. William died in March of 1933 from heart problems.
