Austin was the son of Elias and Aseneth Howard Wilkins. He was born in the area then known as Sterling, Vermont (That area became part of Johnson, Cambridge, Morristown, and Mansfield/Stowe.)
Austin served with Company D, 5th Vermont Regiment during the Civil War. He mustered in on September 16, 1861, and completed his service on November 24, 1863.
On Feb. 24, 1868 Austin married Laura Chaffee.
