The Archivists at the Ontario, Canada, Office of the Registrar General examined the Marriage records of Robert and Mertie and came to the following conclusion.

Marriage # 1 (1894) may have been conducted by an official of the court (i.e. Justice of the Peace, marriage commissioner, notary). You may have noticed that one of the witnesses in the 1894 marriage is a Mrs. J.W. Churchill who shares the same name as the official, J .W. Churchill.

It appears Marriage # 2(1900)was conducted in a Church. Unfortunately there is no documentation to corroborate this.

In this situation it appears there was both a civil(1894)and a religious(1900)marriage which are both legal. Therefore their actual wedding date is whichever marriage you choose to acknowledge.
