British Prime Minister. He served as Prime Minister of Great Britain from 1902 to 1905. He later served as British Foreign Secretary during much of World War I (1916 to 1919). In 1917 he issued what became known as the "Balfour Declaration", which stated British support for the establishment of a Jewish home state in Palestine (then part of the crumbling Ottoman Empire). It became a lynchpin in British policy and actions that eventually resulted in the creation of the nation of Israel.
