Probably born in Ottawa County, Michigan, son of William Tibbet and Elizabeth (Ager) Tibbet Hart. Moved to California before 1880 with his mother and several siblings. According to his obituary, Frank was a well-to-do cattle rancher in Fresno County at the time of his death.

Married first Sarah Mekeel 26 Aug 1889 in Hollister, San Benito County, California. She died of tuberculosis 29 Oct 1906 in Reedley, Fresno County, California where she is buried.

Married second on 10 Sep 1907 in Parris, Riverside County, California Lottie May Beem. She was much younger and apparently quite attractive. They went on an extended honeymoon trip during which Frank died of peritonitis in California Hospital, Los Angeles. He is buried alone in Evergreen Cemetery. His brother William Phineas Tibbet made the arrangements.
