Born in CT, likely in the area of Killingly, CT, Phinehas moved to Caledonia County early in his life. His father as listed on his death certificate was Joel Lee of CT, but with no additional details. Likely of the Killingly, CT area, where there were multiple men named Joel Lee. He was likely related to other Lees in the Peacham area who moved there from Killingly, CT including Nehemiah Lee, but details are yet to be determined. Many of the Lees subsequently left Caledonia County for Foxcroft, Maine.

Phinehas was married first to Anna Plaisted, and after her death, married Susan Otis. Both marriages were performed by Leonard Worcester, the Congregational Minister, but Phinehas is not on the church rolls in either Peacham or Danville - both marriages were at his home.

Phinehas served some time in the Peacham VT State Militia as indicated by records in the Peacham, VT town clerk's office. Over his life, he lived in Peacham, Danville, and Barnet.

His death certificate was filed in Barnet, VT just outside of Peacham. His occupation is listed as "Farmer," birthplace as "Connecticut," father listed as Joel Lee, with cause of death listed as "Palsy." The death record was issued in Barnet, by Town Clerk J. H. Clement.

His tombstone reads:

who was born May 11, 1788 and
died Aug 23, 1877

and

Anna Plaisted
