Mr. Ramsay was the fourth son of the late Robert S. and Isabella (Robinson) Ramsay, and was born at what is known as Ramsay's Tavern, in Peach Bottom township, March 5, 1850. He attended Mt. Holly public school until the family removed to the farm near the mouth of Muddy Creek, now owned by John W. Smith when he attended the Glenwood school. Later he attended the Millersville State Normal school, but did not graduate. At the age of 17 he began teaching school, and taught with ability several years in his native township, also 2 years in Harford County and 3 years at Lititz, Lancaster county.

He twice enlisted as a soldier, first in 1875, to Co. A., Penna National guards during the riot in the Penna coal regions, and again in the Spanish American war. He was also twice elected as a member of the Pennsylvania legislature, serving with distinction in the sessions of 1907 and 1909. For many years he was among the most successful agents of the Equitable Life Assurance society. He was elected justice of the peace in Delta borough. He studied law, but was not admitted to the bar, but acted as attorney in securing pensions for disabled veterans.

He is survived by his wife, who was Miss Priscila Brown, and two children, Edison and Willis; also by one brother, Dr. R. Warren Ramsay.
