William Whitmill Stephens was born on Aug. 31, 1869 near present day Isham in Scott Co., Tennessee. He was the son of Alvin Stephens (1840-1883) and Louisa Eldora Cordell (1844-1911), the third of their nine known children. Both of William's parents are buried in the Stephens Family Cemetery in Isham.

William's father, Alvin, was born in Whitley Co., KY. He was the son of Whitmill Stephens (abt 1809-1866) and Elizabeth Waters (abt 1807-bet 1871/80). William's paternal grandfather, whom he was named after (Whitmill), was the son of Solomon Stephens I (1781-bet 1870/80) and Sarah "Sary" Meadors (1784-bet 1870/80). Solomon was the son of Revolutionary War soldier, Moses Stephen I (1762-1853), and Margaret Miller Williams (1762-1807).

William's mother, Louisa, was born either in North Carolina (Cherokee County ?) or in Georgia. She was the daughter of John Marion Cordell (1811-1889) and Mary Diadema Crain (1816-1876).

About 1890, William married Sarah Jane Wilson (1873-1937). She was the daughter of Henry M. Wilson (1851-1895) and Sarena Catherine "Reny" Moses (1848-1905). William was about 21, Sarah Jane 19, when they married. Sarah's parents are buried in the Wilson Cemetery in Pleasant Grove (near Winfield), Scott Co., TN.

William and Sarah Jane were married about 47 years and had three known children. They were Balford Henry Stephens (1898-1964), Mittie A. Stephens (1901-1971) and Charles Edward "Charlie" Stephens Sr. (1903-1993). All three were born in Whitley Co., KY. There may have been others who died at/near childbirth or who did not survive childhood.

In 1912, William, and his good friend, Joseph Martin "Jo Mart" Abbott (1868-1931), moved their families from Whitley County to near the little community of Parksville in Boyle Co., KY. William settled on a place that eventually became known as "Tennessee Ridge" because so many people moved to the area over two decades from near the KY/TN state line. Originally the road on the ridge was called Maple Grove Rd. William cleared a large wooded piece of land and there he farmed until he was physically unable. It is said that both families lived in an old barn (which they divided in half) that first year, until their houses were built.

William's wife, Sarah, died on Nov. 10, at home at the age of 63. She is buried in the Wilson Cemetery #4 located just below Tennessee Ridge, on route 37 near Johnson Branch Rd, between Junction City and Forkland.

William died on Mar. 1, 1956 in Blandchester, Warren Co., Ohio at the age of 86. At the time of his death he was living with his son, Charlie, and his family. William is buried in the Crosson Cemetery in Harlan Township, Warren Co., Ohio. Years later his son, Charlie (1993), and Charlie's wife, Martha Jane Stephens (1906-1988), would also be buried in the Crosson Cemetery.
