Son of Kaspar 'Casper' and Ruth Lewis, he graduated from the University of Chicago School of Law.

Leon married Ruth H. Lowenberg at Chicago on 04 Aug 1920 and later came to California.

A lawyer and social worker while in Chicago, he served as the Executive Director of Community Relations for the L.A. Jewish Community Council from 1933-1945; was National Executive Director of the B'nai B'rith Anti-Defamation League (1913-1925), and founder and editor of the B'nai B'rith Magazine from 1923-1925.
