William "Bill" Franklin Fuller, 73, of Longview Avenue, Winchester, died Thursday, Aug. 19, 2004, at his home.

Mr. Fuller, was born Dec. 8, 1930, in Fort Worth, Texas, the son of William Henry and Bertha Mae Lisby Fuller.

He was a graduate of East Texas State University (now part of Texas A&M).

Bill began working for the city of Greenville. Over the next few years, he worked as assistant city manager of Abilene, Texas and then as city manager for Monahans and Sweetwater, Texas.

Mr. Fuller worked the next 22 years for the U.S. Government, ending with the U.S. Agency for International Development.

He worked his final 18 years as a senior international public administration consultant for the Research Triangle Institute-International in Research, Triangle Park, N.C.

Over his career, Mr. Fuller moved 39 times, including 11 foreign countries.

He was a member of First Presbyterian Church in Winchester, Elkton Presbyterian Church in Elkton, Va., Winchester Host Lions Club, the Shrine Suez Temple A.A.O.N.M.S. in San Angelo, Texas, Greenville Lodge 335 AF&AM in Greenville, Texas, American Legion in Elkton, Va., lifetime member of the Veterans of Foreign Wars and the VFW in Elkton, Va., International County and City Managers Association (ICMA), National Association of Retired Federal Employees (NARFE) and American Foreign Service Association (AFSA). He served in the U.S. Navy as a 3rd Class Aviation Metal Smith from January 1948 until January 1952.

He married Charlotte Ann Wood on July 26, 1952 in Rockwall, Texas. They had been married 52 years.

Surviving with his wife, are three sons, Russell
Fuller of Frankfort, Germany, Dennis D. Fuller and his wife, Karryn, of York, Pa., Bradford L. Fuller and his wife, Mindy, of Winchester; one daughter, Deborah S. Grimm of Charleston, W.Va.; three sisters, Verda Lois Turner, Dorothy Macel, and Anna Jean Ehlert, all of Fort Worth, Texas; five brothers, Onas Thomas Fuller, Harry Russell Fuller, W.L. Fuller, Wallace Fuller and James Fuller, all of Fort Worth, Texas; and 12 grandchildren.

A sister, Elizabeth Terry, preceded him in death.

A memorial service will be conducted Monday, Aug. 23,2004, at 3:30 p.m. at Elkton Presbyterian Church, 104 Ashby Ave., Elkton, Va. with the Rev. Anne M. Ross officiating.

Private burial will be in Eastlawn Memorial Gardens in Harrisonburg, Va.
