Willard was born to Samuel and Sophronia (Ritchey) Hoover. Mr. Hoover graduated from Woodburn High School in Woodburn, IA in 1929 and attended Olympic College in Bremerton, WA. He married Nora Irene (Cromer) Hoover in Buffalo, MT., on March 24, 1935. Mr. Hoover worked for the Navy's Supervisor of Shipbuilding and Ship Repair in Seattle and at Puget Sound Naval Shipyard for 29 years before retiring in 1970. He was a charter member of District 7 Volunteer Fire Department and served as Fire Chief for a number of years. He was a member of the Church of Christ of Port Orchard, WA., and served as an Elder from March 1955 until Sept. 1994.
