Nora was born to Frank & Lillie (Reynolds) Cromer. She attended school in Buffalo, Montana. On March 26, 1935 she married Willard R. Hoover in Fergus County. Nora was a cook in the South Kitsap school district from the mid 1950's to the mid 1970's. She started at EPO elementary, moved to the high school and ended her career in the district's central kitchen. Nora & her husband Willard were instrumental in getting the Bethel Fire Department started, she was a life long member of the Port Orchard Church of Christ, loved gardening, needlework and was an excellent seamstress.
