Frances was the daughter of Herman Bernard Meiners and Josephine McDonnell. In life's journey, She met Francis "Frank" Welsh Jr. Frank and Frances were both born in Kansas City Missouri, Grew up there, fell in love there and married there in St. Francis Xavier Catholic Church on July 4th 1951. They also lived in Casper Wyoming and settled in Bountiful, Utah where their small family ultimately grew to 14 children, 10 of whom are still living.
