She was a daughter of the late Samuel Theodore Sr. and Martha Pryor Royer.
Mrs. Miller graduated from the Thurmont High School. During World War II, she began working as a bookkeeper at Burroughs Adding Machine Company. Mrs. Miller was a member of Christ Evangelical Lutheran Church, Gettysburg.
She was preceded in death by her first husband, Candido Elbo, who died in 1956 and by her second husband, James Miller, who died in 2001, and is survived by one son, Ricardo Elbo of Gettysburg; one daughter, Gwendolyn Elbo Nash of Washington, DC; three grandchildren; six sisters; and two brothers.
