Joseph Phelps was the son of William Phelps and his 2nd wife Ann Dover. He immigrated with his parents and older siblings William, Samuel, and Nathaniel from his father's first marriage to Mary ___ on the ship Mary and John in 1630. They lived in Dorchester, MA before removing to Windsor, CT in 1635 and made it their home.

Joseph married first to Hannah NEWTON Phelps 1638–1675 on 20 Sep 1660 in Windsor, CT. They first resided in in the town of Windsor, and then removed to an area called Massacoe west of Windsor when it was safe to do so. This area was known as the town of Simsbury which was established in 1670. Later, Bloomfield was carved from Windsor in 1835 and sits between Simsbury and Windsor. Also, Granby (1738), and then Canton (1806) were carved from the original town of Simsbury. Joseph was one of the earliest settlers in this area.

Their children:

Joseph PHELPS 1667–1750

Hannah Phelps 1668– died young.

Lt Timothy PHELPS 1671 (not 1681)–1751

Sarah PHELPS Hill 1672–

William PHELPS 1674–1689

He remarried to Mrs. Mary (maiden surname UNKNOWN) Salmon 1629–1682, widow of Thomas Salmon, on 16 Dec 1676.

Joseph PHELPS' father Mr. William Phelps lived on East Street, Windsor, Hartford Co., CT. His brother William Phelps, Jr.'s house is still standing today, but their father's house was razed, and the land was leveled and shoved back. The original burials behind the house were disleveled. This area is now Veterans Memorial Cemetery.
