He is retired from Davis H. Elliot after working there from 1963 to 2010. He is a MCB Seabee 74 in the U.S. Navy. He is a member of #1121 Vinton Moose Lodge, Aerie Eagles #4344, Lakeland Masonic Lodge #190, and Veterans of Foreign Wars and Amvets. He is a member of the Harley Davidson Club and John Deere Club and a past member of the Hardy Rescue Squad.
Surviving are his wife of 44 years, Ruth Calvert Scruggs; two daughters, Lisa Scruggs Arthur and husband, Jason and Angela Scruggs Thompson and husband, Tommy; grandchildren, Richard Logan Arthur, Mason Michael Thompson and Quintin Daniel Arthur; brothers, Bobby L. Scruggs and wife, Oleta and Jesse H. Scruggs; sister, Nadene Truman and husband, Sherman; and numerous nieces, nephews and many friends.
Funeral services will be conducted at 12 noon on Friday, February 22, 2013 at Oakey's Vinton Chapel with Pastor Denver Turner officiating. Interment will follow in Franklin Memorial Park with military honors.
