CLARENCE P. KEEFER IS HONORED AS MAN OF THE YEAR BY NEW OXFORD C. OF C.

Clarence P. Keefer, veteran educator and former Adams County superintendent of schools, was honored Tuesday when he was named New Oxford's Man of the Year by the New Oxford Chamber of Commerce.

The event was held at Locust Inn, north of Cross Keys, and was attended by more than 60 Chamber members and their wives. Presentation of the award was made by George E. Costella, Chamber president, following a steak dinner, held in a Christmas setting.

Dr. George Krepps gave the invocation and H. Alvin Jones, served as master of ceremonies. Santa Claus was present to give the gifts to the ladies.

It was noted by the master of ceremonies that in selecting Mr. Keefer for this first Man of the Year Award, the Chamber committee "could not have chosen a more appropriate resident of the area."

"Clarence P. Keefer has more than any person I know, become at one time or another concerned and affiliated with every facet of life in New Oxford."

TEACHER IN 1916
Clarence P. Keefer was born in South Londonderry Twp., Lebanon County, in 1892, son of John Adams and Elizabeth (Ebersole) Keefer, and was one of five children, having two brothers and two sisters, he attended eight grades at Warfield School and was graduated a master in Brooks Arithmetic, oral and written. then he attended one year and one summer at Elizabethtown College in 1914-1915 and returned in 1916 to teach a year at Garfield School. One of his pupils, Dean Bucher, became dean of Millersville State Teachers College.

In 1918-1919 he served in the Army leaving Fort Lee, Va., on his birthday, August 30, 1918.

GOT COLLEGE DEGREE

He returned determined to forward his education and to get a degree in Business Education. He was persuaded to teach again, however, and taught until spring 1920. He took a Civil Service examination and planned to work for the government. But he entered Millersville Normal School and attended two years graduating June, 1922. The year's tuition fee in those days, Keefer noted was $350.00. While in college he worked in the library.

Clarence P. Keefer's first appearance in New Oxford was in August 15, 1922, when he assumed the principalship of the grade schools.

In those days the primary room was in what was known as the Item building, more recently as the doctors offices on Lincolnway East. Grades up to high school were in the lower rooms of the old high school building on Peters St. with a room on the second floor serving for high school students, where Keefer served as principal and taught 10 classes, two in Latin, two in math, two in English, two in History, and two in science. Two literary programs were held monthly and he served as a dramatics coach. The Crystal Theatre was the scene of those activities. He also had an athletic program and served as coach. His yearly salary in those days was $1800.

DEGREE FROM GETTYSBURG

The first commencement program was held in Crystal Theatre in 1923 with 10 members in the class.

In 1823-25 Keefer brought into being a library in the high school. In 1927-28 he established a three-year high school and 1928 a four-year school was instituted with the first graduates in 1930, numbering 17.

During this period, Keefer was continuing his education by taking studies at Gettysburg College where he graduated in 1927 with his Bachelor's degree. He then attended Columbia University and received his Master's degree from there in 1931.

Many summers thereafter he advanced his education by summer courses at Penn State University.

OUR RATION BOARD

Mrs. Henry Smith was the first music teacher, andd this later developed to include a band and about 1934 Paul Harner came on the scene and developed a state band in 1936. The band then journeyed to Cleveland, Ohio, where it won a National Championship.

Teachers in the early years of the high school were Mr. Shonefelt, Miss Rupp, Miss Barr, John Kratzert, first Ag teacher. In 1939 home economics was introduced.

During World War II Keefer served as an aircraft spotter at the New Oxford station. He also served as a member of the Rationing Board.

In 1945 Keefer left New Oxford to begin duties at the Upper Adams School district, where he served as guidance counselor and assistant administrator.

HIGH SCHOOL OFFICE

In 1954 he became assistant superintendent of Adams County Schools, and in 1956 became superintendent from which position he retired in 1962.

At one time he served as secretary of Reading Twp. and Berwick Twp. School Boards. In other activities, Mr. Keefer received a citation from Hood College, Frederick, Md., for "Service to Youth."

He is one of the founder and a board member of the New Oxford Library. One of the founders of Adams County Library and served as president of the board of which he still serves as a member.

ACTIVE CHURCHMAN

In his church affiliations he is a member, Sunday School teacher, chair member and trustee of St. Paul United Church of Christ, new Oxford. he serves on the board of the Penn Central Conference and is a member of the executive committee. He served three years on the Lay Life and Work committee and has been a member of the camping commission of two camps, Camp Michaux and Camp Hartman Center. At one time he taught a class of women for 12 years at First Lutheran Church, New Oxford, and served as Sunday School superintendent.

HEADED RED CROSS

Mr. Keefer is a member of the Mental Health Association of Adams County. Has been president of the Adams County Council of Churches; chairman of Adams Council of Community Services and served this group as president for three terms.

He i a member of the Adams County YWCA board of directors and of the state body. He has been a director and board member of the Warner Hospital since 1943.

During the administration of Governor Earle he served as an interviewer of welfare workers.

Mr. Keefer served as county chairman of the county Red Cross chapter and presently is a board member. He has been district chairman for the United Fund for two years.

In Chamber of Commerce activities he served a term as president and was a board member of the Industrial Corporation.

ON TOWN COUNCIL

He is a past master of Hebron Lodge 465, Free and Accepted Masons, New Oxford; a member of the Harrisburg Consistory; a member of Good Samaritan Royal Arch Chapter, Gettysburg, Commandery.

He is past president of the Lions Club and served on many committees and was club secretary for four years.

His work with the Boy Scouts included a term as scoutmaster, member of the board of directors. He has been awarded the Silver Beaver and Order of the Arrow awards. He is a member of the York-Adams Area Council.

The chamber intends making the award an annual affair.

He was the son of John A. and Elizabeth Ebersole Keefer. He was a graduate of Millersville State Teachers College and Gettysburg College. He earned a Master's degree from Columbia University. After teaching in Palmyra, PA he came to New Oxford as a teacher and supervising principal in 1922 until 1945. He married (1) Laura Bertha Weikert on April 14, 1923. From 1945-54 he was the guidance counselor for the Upper Adams School District. He then served as the Assistant Superintendent and the Superintendent of the Adams County [PA] school system until 1962.
He was very active in civic affairs. He was the secretary of the New Oxford town council, a member of St. Paul's UCC church council, a Sunday School teacher and president of the Adams County Council of Churches. He received the Silver Beaver award for his 20 years of service to the Boy Scouts of America. He was president of the Adams County YMCA, the Adams County Public Library Board and served on the board of the Annie Warner Hospital. He was a member of various educational associations.
He married (2) Eleanor Manifold Beck.
