Cecil was born in Laneville, Texas on December 18, 1930 to Lawrence and Mary Armstrong. He moved to Texas City in 1948. In 1951 he met the love of his life, Mary Frances Boatman. They were married in Bisbee, Arizona while he was serving in the U. S. Army, stationed in Fort Huachuca, and had been married for 62 years at the time of his death. After serving in the Korean War, they moved to LaMarque and eventually found their home in Santa Fe where they raised twin girls Janet and Joyce. He was very active and involved in VFW Post 5400 in Santa Fe and had served as the Post Commander in 1964. In his early working career he worked on building the original Gulf Freeway between Houston and Galveston and, for a period of time, worked at the Tin Smelter in Texas City before later retiring from Ironworker's Local 135. After retiring they moved to Lake Cherokee in Henderson where they lived for 10 years before returning to Santa Fe in 1994. Cecil was an avid fisherman and hunter and enjoyed woodworking in his garage.
