William was the son of William Stanton and Susan D. (Tressler) Shields.

Mr. Shields held many jobs throughout his life. As a hoisting engineer, he operated the steam hoist for construction of the Gettysburg Post Office, the annex of the Hotel Gettysburg and the New York and Pennsylvania monuments on the battlefield.

Also, he was a motorman for the Gettysburg trolley system prior to World War I. He was an auto salesman for the Harrisburg Buick Co. He was a garageman for a number of years. He served as Adams County Republican chairman for a number of years and was county treasurer for one term. He served as health officer for Adams County for a number of years and was sergeant-at-arms for the state legislature when he retired in 1962. He once was Adams County's dog law enforcement officer.
