Herbert's maternal grandfather, Solomon D Rinard sent him to college in Bloomsburg, Bucknell and Yale Law School. He served in the Spanish American War in the 12th Regiment, Company A.
He founded the first Boy Scout troop in Catawissa, PA. He was the Editor of the Catawissa News Item, starting December 1921. When he moved to Sunbury in 1928 he worked for the Sunbury Daily Item. He then got a job with the state, as a probation officer.
