Helen E. Rohrbaugh

York, Helen E. Rohrbaugh, passed away peacefully on Monday, December 19, 2016 surrounded by her family. She was the widow of Rodney L. Rohrbaugh who passed away on March 11, 2002. They celebrated their 43rd wedding anniversary on February 14th just prior to his passing.

Helen was the daughter of the late William Henry Lockard and Dorothy (Hibner) Lockard.

She is survived by her daughter, Beth A. Rohrbaugh-Mitts, and her husband Larry R. Mitts, of York; granddaughter, Rachel E. Mitts of York; a brother, William Lockard of York; two brothers-in-law, Barry Rohrbaugh, and his wife Nancy, of Dallastown, and Donald Rohrbaugh, and his wife Joyce, of Santa Ana, CA; five nieces; two nephews; nine great-nieces; six great-nephews; and one great-great-niece.
Helen graduated from William Penn Senior High School in 1952. During high school, she was active in the musicals, chorus, intramural basketball, and on the yearbook staff.

She also followed her passion in singing by studying with Dr. J. Alfred and participating in Vocal Forensics Adjudicated competitions. She was ranked not only number one in York County, but also in Districts and States. Helen also studied piano with Catherine Chronister and Louise Lenhart and organ with Evelyn Schalle. She was a soloist with the York City Band and the Kiwanis Boys Band for the summer parks concert series. She sang with the Yorkettes under direction of Ralph Wooly, was a member of the "Four Belles" barbershop quartet, and sang at various churches and weddings around York County.

She was a former member of Memorial United Church of Christ until the merger with Trinity United Church of Christ in February of 1981. While attending both churches, she was a member of the chancel choir, taught Sunday school and was a member of the churchs governing board. At Memorial, she served as Deacon on Consistory, and at Trinity she was a Deacon, Elder, and Trustee. At Trinity, she served as the Finance and Personnel Chairmen; the Worship Committee Chairman; Music and Outreach Chairman; a member of the planning committee and the Trinity College Preparatory Academy – Jacob R. DeHoff Learning Center; as well as serving as Consistory President. Helen was also a member of the West Virginia University Alumni Association, and the West Virginia University Foundation.

She was employed at American Chain and Cable in the order entry-billing department and secretary to the credit department manager. She served as president of the Jackson Elementary School PTA for five years, and was president of the York City PTA Council which represented all schools in the York City School District. She was recognized for her service with a lifetime membership award from the Pennsylvania PTA association. Her love of children led her to run for the York City School Board in 1973 and she served until 1983. For her final five years she served as president. During her tenure she was an active member and/or chairman of the Athletic Advisory Board; Cafeteria Committee; Building and Grounds Committee; Education Committee; and Personnel Committee. While a member of the board of directors she was instrumental in the hiring of superintendents, Dr. Frederick D. Holiday and Dr. Jack C. Van Newkirk. She also served as a member of the York County Vo-Tech Board of Directors for six years and the York/Adams/Franklin County LIU #12 Board of Directors.

In 1986, she was elected to the York City Council and served until 1994 when she was appointed as Administrative Assistant to Mayor Charles Robertson which she held for eight years. In 2002, she helped in the transition to the new administration of Mayor John Brenner and in May of 2002 she was appointed to the position of Operations Officer for Planning in the Department of Community Development under Director Abe Amoros and later Director Kim C. Bracey. She served in this position until her retirement in January of 2004.

Helen was also active in many other community activities and served as a member on various boards around the county. These committees included: Main Street York; the York Chamber of Commerce Minority Business Council; York County Council of Churches; Contact York; and President of the College Seniors Board of Directors which provided daily activities and meals to senior citizens at the Voni Grimes Gym and later at the Princess Street Center. She was also a member of the York Sertoma Club, the Women's Club of York, and the "String of Pearls" Red Hat Chapter 21503.

A memorial service is scheduled for 1 p.m. Saturday, January 21, 2017 at Trinity United Church of Christ, 32 W. Market St., York, with her pastor, Rev. Dr. Larry D. Covin, officiating. A visitation with the family will immediately follow the services.

Private burial will be in Prospect Hill Cemetery. Kuhner Associates Funeral Directors, Inc., 863 S. George St., York, is in charge of arrangements.
